At approximately 3 o’clock in the afternoon of Nov. 9, 1989, National Security Advisor Brent Scowcroft walked into the Oval Office to tell President George H.W. Bush stunning news: The Berlin Wall was open. Press Secretary Marlin Fitzwater pushed for Mr. Bush to talk to reporters, or at least issue a statement. The White House press corps was screaming for a presidential comment.
