(Bloomberg) -- Boris Johnson hoped to use his Conservative Party’s annual convention to launch his campaign to win the next British general election. Instead, he is fighting for his credibility as prime minister as he faces allegations of sexual impropriety and plots to oust him.After two months in charge of the U.K. government, Johnson was forced to deny he groped a journalist at a lunch around 20 years ago, and batted away allegations that he had a sexual relationship with a businesswoman and authorized taxpayer-funded sponsorship for her company during his time as London Mayor.The furor overshadowed his first appearance as prime minister at his ruling Conservative party’s annual conference in Manchester, England. The grassroots members propelled him to power in July after he promised to complete the U.K.’s divorce from the European Union -- whatever the cost -- by the deadline of Oct. 31.Johnson sought to double down on his Brexit pledge, making the theme of the party convention: "Get Brexit Done."The U.K. was due to leave the EU on March 29 but the failure of previous prime minister Theresa May to win backing for the divorce deal she negotiated forced her to seek to delay the country’s departure twice, before eventually she gave up and resigned.When Johnson replaced her, he made it a key promise to deliver Brexit by Oct. 31, and has said he will do so without a deal -- if necessary. Members of Parliament in London have moved to stop him carrying out this threat and are also denying him the election he says is the only way to break the deadlock.The opposition want the risk of an economically damaging no-deal Brexit to be removed before they agree to dissolve Parliament for an election.At around 1 p.m. Monday, leaders of the opposition parties will meet in Westminster -- 200 miles from where the Tories are gathering -- to discuss how they’re going to make the most of the Supreme Court moving to allow Parliament to open this week.The Scottish National Party has publicly proposed calling a vote of no-confidence in Johnson’s government. The idea would be that, if he were defeated, an alternative government could be installed under a temporary compromise prime minister.But it’s a dangerous gamble: if the parties couldn’t agree on the make-up of that alternative administration, Parliament would dissolve 14 days later for the election that Johnson has asked for and that the opposition has so far refused to give him. With Parliament broken up, MPs would have no power to stop Johnson completing a no-deal Brexit on Oct. 31.How Johnson fares in any election may be determined by the public reaction to allegations that call his integrity into question.DenialsOn Sunday evening Johnson’s office took the unusual step of flatly denying one claim, that around 20 years ago he inappropriately touched the leg of a junior journalist working on the magazine he was then editing. On another claim about his private life, the denial was more circumspect.The Sunday Times reported last week that when he was London Mayor, Johnson had overruled officials to get tech entrepreneur Jennifer Arcuri onto trade missions, and that her company had received government sponsorship grants. The paper this week reported that Arcuri had told four friends that she’d had a sexual relationship with Johnson.Johnson’s office declined to comment on the nature of his relationship with Arcuri, and the prime minister insisted there had been no impropriety. “I am very, very proud of everything we did and everything I did as mayor of London,” he told the BBC. Asked if he had declared his links with Arcuri in the register of interests, he replied: “There was no interest to declare.”The Greater London Authority’s monitoring officer has referred the prime minister to the Independent Office of Police Conduct -- which oversees the conduct of the mayor.For years, many observers had assumed that Johnson’s private life would be a bar to his ambition of becoming prime minister. He was unfaithful to his second wife, from whom he finally separated last year. He is attending conference with his new partner, Carrie Symonds.In the end, Conservative Party members decided his commitment to Brexit and his appeal to voters were more important. His biographer, Andrew Gimson, said Johnson would likely be able to brush off the Arcuri allegations, too.“Voters will say that this is a man trying to do something difficult and necessary in Brexit, and that it’s mean-minded of people to try and bring him down," Gimson said. (Bloomberg) -- The U.K. government plans to present detailed proposals to break the Brexit deadlock with the European Union after a Conservative Party conference next week, people familiar with the matter said.The plan would set out solutions for the post-Brexit border between Northern Ireland and the Irish Republic, a dispute that has dogged divorce talks for almost two years and delayed the U.K.’s departure from the EU.It’s a sign that while the two sides remain far apart, the looming Oct. 31 deadline for Britain to leave the bloc and EU reluctance to see Brexit drag on may be focusing negotiators’ minds.EU officials have acknowledged in private that movement in the talks is unlikely before the meeting of Conservative grass-roots members in Manchester, which ends Oct. 2. Photograph: Drew Angerer/Getty ImagesKurt Volker, the US special envoy for Ukraine, has become the first casualty in the rapidly growing impeachment crisis surrounding Donald Trump, with multiple reports that he has resigned from his post. Volker was due to appear before the congressional committees and was mentioned in the whistleblower complaint as helping Ukraine president Volodymyr Zelenskiy “navigate” Trump’s demands. The news, first reported in an Arizona student newspaper, the State Press, emerged late on Friday, hours after Congress has issued a subpoena to the US secretary of state, Mike Pompeo, to hand over documents related to contacts the president and his lawyer had with the Ukrainian government.It emerged this week that Volker had helped organise a meeting between Trump’s personal lawyer, Rudy Giuliani, and a Ukraine presidential aide. Giuliani was trying to convince Zelenskiy’s government to investigate of the son of Joe Biden, Trump’s possible opponent in next year’s elections.With impeachment proceedings against Trump under way, further reports emerged of White House efforts to limit access to transcripts of conversations with other countries. Trump’s phone calls with Saudi crown prince Mohammed bin Salman and Russian president Vladimir Putin were also tightly restricted, according to former administration officials quoted by CNN.The Washington Post reported that further restrictions were placed on details from a 2017 meeting between Trump, Russian foreign minister Sergei Lavrov and ambassador Sergei Kislyak, in which Trump is reported to have said he was not bothered by Moscow interference in the 2016 election because the US did the same kind of thing in other countries. The White House limited access to the remarks to “an unusually small number of people”, the Post said, after speaking to three former officials. The president had already been accused of sharing highly sensitive information on Islamic State during the meeting.Earlier on Friday, in a congressional letter delivered to Pompeo, three House committees demanded documents as part of their investigation into “the extent to which President Trump jeopardised national security by pressing Ukraine to interfere with our 2020 election and by withholding security assistance provided by Congress to help Ukraine counter Russian aggression”.The chairmen of the intelligence, foreign affairs and oversight committees also warned Pompeo that “your failure or refusal to comply with the subpoena shall constitute evidence of obstruction of the House’s impeachment inquiry”.The committees sent a separate note to Pompeo notifying him of a rapid schedule of depositions they expected to hold with five state department officials involved in contacts with Ukraine. The list begins next Wednesday with the former ambassador, Marie Yovanovitch, who was forced to retire from the post in May, earlier than planned.Trump, according to the White House version of his 25 July conversation with Zelenskiy, was scathing about Yovanovitch, referring to her as “the woman” who was “bad news”, and who was “going to go through some things”.Volker is due to appear before the day after Yovanovitch’s scheduled deposition. Giuliani has publicly displayed text messages purportedly from Volker, about a meeting had helped arrange with a Zelenskiy aide.Giuliani was seeking to persuade the Kyiv government to investigate Hunter Biden, the son of former vice-president Joe Biden, Trump’s possible Democratic opponent in next year’s presidential election.The younger Biden had been on the board of an Ukrainian energy company, but an Ukrainian investigation found no evidence of impropriety.Shortly before making the call to Zelenskiy in July, to press him further on investigating Biden, Trump ordered the suspension of US military aid to Ukraine.Speaking to reporters on Thursday, Pompeo claimed to have been too busy to read more than a couple paragraphs of the whistleblower complaint about Trump’s behaviour towards Ukraine, and insisted that no state department official had done anything appropriate.In their letter to Pompeo, the three committee chairman, noted that he had first been asked to hand over relevant documentation on 9 September, but had not complied.“Your actions are all the more troubling given that since our 9 September request, it has become clear that multiple state department officials have direct knowledge of the subject matters of the House’s impeachment inquiry,” the chairmen – Democrats Eliot Engel, Adam Schiff and Elijah Cummings – said.Pompeo’s continued refusal to hand over the documents, they added, would impair Congress’s “constitutional responsibilities to protect our national security and the integrity of our democracy”.

(Bloomberg) -- Boris Johnson’s Conservative Party will pledge funding for electric cars, fusion power and new green spaces at its conference next week, in the latest sign of how British political parties are fighting for environmentally friendly votes.The Conservative annual conference, which kicks of in Manchester, North West England, on Sunday, is likely to be dominated by Brexit. But the party is keen to talk about other things as well. On Saturday, it announced 1 billion pounds ($1.2 billion) of investment in electric vehicles, to be spent over an unspecified period, and 50 million pounds a year for four years toward the development of a fusion reactor, which the government says it wants to be running by 2040. There’s also money for new forests and extra regulations for new homes to make them more energy-efficient.“Addressing climate change is a top priority for the Conservative Party, and today’s announcements will not only help us reach our Net Zero 2050 target, but will benefit communities and households -- and improve wildlife and well-being -- while doing so,” Business Secretary Andrea Leadsom said in a statement. “The Conservatives are doing this properly: creating hundreds of thousands of low carbon jobs and growing our economy while successfully reducing emissions.”The main opposition Labour Party voted at its conference to create a path toward “net-zero” carbon emissions by 2030. (Bloomberg) -- Hong Kong’s leader Carrie Lam took the blame for the “entire unrest” rocking the Asian financial center, as the government sought to ratchet down tensions ahead of another wave of protests.The city’s embattled chief executive faced a skeptical crowd Thursday at her first town-hall style dialogue since historic demonstrations erupted in June over her efforts to pass legislation allowing extraditions to mainland China. She fielded questions from some 130 citizens for more than two hours as protesters gathered outside calling on her to meet their remaining demands.“In the past three-plus months, no matter what stance you take, everyone is very heart-broken, upset or even angry. The entire unrest is caused by the government’s work in amending the extradition law,” Lam told the crowd gathered in a sport arena in the Wan Chai area. “The government is shouldering the biggest responsibility for finding a way out.”The event came as Hong Kong braced for a pair of fraught dates expected to bring the government’s critics back into the streets: Saturday marks five years since the Occupy Movement started and the People’s Republic of China celebrates its 70th anniversary Tuesday. Hong Kong police approved an application for a rally Saturday by the group that organized some of the largest marches since the former British colony’s return to Chinese rule in 1997.The organizer of another march Sunday said it would go ahead without police approval, raising the prospect of more violent clashes between cops and demonstrators. Saul Loeb/AFP/GettyAs President Donald Trump wrapped up his swing through New York City on Thursday, he stopped by the luxury restaurant Cipriani to deliver remarks at a high-roller breakfast fundraiser. Fresh off meetings at the United Nations, it was clear the president couldn’t take his mind off a certain anonymous whistleblower whose recently declassified complaint has threatened to blow up his administration. According to an attendee at the breakfast, Trump brandished a printed copy of the memo of his now-infamous Ukraine phone call, flaunting it as he blasted Democratic lawmakers for being mean to him. After waving the document around and receiving cheers from the gathering of Republican donors and supporters, the president boasted about how much money—$13 million in 24 hours—he had raised for his reelection effort, the attendee noted.It was yet another illustration of how President Trump’s big week in New York has been overshadowed and bedeviled by revelations that he and his personal attorney Rudy Giuliani had urged Ukrainian officials to investigate the son of Joe Biden, the former vice president who remains likely to be Trump’s 2020 election opponent. Over the past few days, the president has helped raise millions for the 2020 fight and has been lavished with praise by world leaders. And yet, he’s remained, through it all, obsessed over the scandal unfolding back in Washington, D.C., as Democratic members of Congress inched closer to impeachment proceedings. According to three people with knowledge of the situation, Trump has compulsively monitored TV and cable-news coverage of the Ukraine-related scandal, and has repeatedly asked those around him about the whistleblower and rumors that the complainant is hostile to or biased against him.Through it all, the president’s demeanor and approach to the rapidly unfolding scandal has vacillated between spoiling for a fight to hoping for a détente. Often, it depended on who he was talking to or what setting he found himself in. According to those in attendance at his Thursday breakfast fundraiser, the president was upbeat and fired up, telling donors that he and his political team were ready to punch back hard. In private, however, there was genuine consternation regarding how a brutal impeachment process would affect his legacy and his White House, with much of his staff sharing those same anxieties. Those close to Trump say the president never actually expected House Speaker Nancy Pelosi (D-CA) to back any major impeachment moves—at least not until this week.Though one senior White House aide said the mood there “is fine.” Others said Trump has taken the past week personally, as if Democrats and—what his allies call—the “deep state” had just crashed his party. On Tuesday, the president took to Twitter to accuse liberals of deliberately ruining and degrading his “important day” at the UN. And according to a Los Angeles Times report, Trump also used his time at a private event for U.S. officials at the Intercontinental Hotel in New York on Thursday morning to rage about the whistleblower and whoever supplied that individual with information. “I want to know who’s the person—who’s the person who gave the whistleblower the information? Because that’s close to a spy,” Trump said, speaking just as Joseph Maguire, his acting director of national intelligence, testified about the whistleblower complaint detailing allegations that the president pressured the Ukrainian government to interfere in the 2020 election and that White House officials attempted to cover-up records of that call. “You know what we used to do in the old days when we were smart? Right? The spies and treason—we used to handle it a little differently than we do now.”It is unclear what actual punishments the president has envisioned and the White House did not provide clarification on this when asked. According to the senior White House official, shortly after the president arrived back at the White House on Thursday, he told his lieutenants that there was no current need to start a “war room” or any special initiative to combat impeachment fever. A report that Trump was bringing back his former 2016 campaign manager, Corey Lewandowski, to spearhead such an effort, the official said, were an attempt at “self-aggrandizement” by those officials on the outside. And the White House, indeed, subsequently denied the reports. In the president’s inner circle, some continued to believe that the rush to embrace impeachment by Democratic leadership amounted to a politically-tinged bluff.“This is all theater,” Jay Sekulow, one of Trump’s lawyers who worked with Giuliani to defend the president during the Mueller probe, told The Daily Beast on Wednesday. “Nancy Pelosi didn’t announce anything that hasn’t been going on already,” he added, referring to how House Democrats had weeks ago declared they were launching proceedings simply to decide if they should impeach Trump. While the White House was attempting to project an all-is-calm demeanor, outside groups were preparing for war. According to a senior Republican National Committee official, the RNC’s in-house research team has begun putting together materials to counter-attack House Democrats and a “war room” of its own to deal with Trump impeachment. As Trump World’s strategy for how to handle growing impeachment woes comes together, the president and his staff will have to adjust to a reality in which even less progress is made on his agenda than was before. Earlier in the week, a senior administration official bemoaned how much of a gigantic pain impeachment proceedings would be for the White House staff to manage. The official said this is, in part, due to how getting impeached would inevitably devastate President Trump’s focus, mood, actions, and agenda for the remainder of his first term. Transcript of Donald Trump's Ukraine phone call shows he pushed for investigation into Joe Biden

Donald Trump privately urged the Ukrainian president to investigate his political rival Joe Biden, according to an explosive transcript of a phone call released on Wednesday. The US president suggested that Volodymyr Zelensky “look into” Mr Biden and his son Hunter Biden, who once worked for a Ukrainian gas company. Mr Zelensky, who became Ukraine’s leader in May, appeared open to the request, responding that a new prosecutor general who would be “100% my person” was going to be appointed. During the call Mr Trump also suggested that Rudy Giuliani, his personal lawyer, and William Barr, the US attorney general, would get in touch to discuss any inquiries.  The comments appear to confirm that Mr Trump tried to get a foreign leader to investigate Mr Biden, the front-runner to win the Democratic presidential nomination for the 2020 election. Read more | Donald Trump impeachment inquiry Democrats seized on the revelations as further justification for their decision to start impeachment proceedings on Tuesday, likening Mr Trump's behaviour to that of a “mafia boss”. However Mr Trump brushed away the controversy, insisting the transcript did not show that he had applied “pressure” and that the conversation had been “friendly”.  “The way you built it up, it was going to be a call from hell. It turned out to be a nothing call,” Mr Trump said. Mr Zelensky, who had a long-scheduled meeting with Mr Trump at the United Nations on Wednesday, also played down the call. “Nobody pushed me,” he said. The five-page “memorandum” declassified and released under Mr Trump’s orders detailed a call with Mr Zelensky on July 25 which lasted 30 minutes. It was not a verbatim transcript but compiled from notes taken at the time. Process of impeachment The conversation begins with Mr Trump congratulating Mr Zelensky on his election victory and is followed by a discussion about US support for Ukraine. Mr Trump then asks for a “favour”. At first Mr Trump mentions a number of issues linked to Russian meddling in the 2016 election and the subsequent investigation, suggesting the Ukrainian president should try to “find out what happened”. Mr Zelensky responds by saying those issues are “very important”. Then Mr Trump brings up another topic: “The other thing, there's a lot of talk about Biden's son, that Biden stopped the prosecution and a lot of people want to find out about that so whatever you can do with the Attorney General would be great. “Biden went around bragging that he stopped the prosecution so if you can look into it ... It sounds horrible to me.” Mr Zelensky responds by saying that a new prosecutor general loyal to him will soon be established, adding: “He or she will look into the situation, specifically to the company that you mentioned in this issue.” The incident Mr Trump was referring to was Mr Biden’s calls while he was US vice president for Ukraine’s prosecutor to be sacked. The demand was echoed by other Western countries and centred on perceived failure by the prosecutor to crack down on corruption at the time. Mr Trump and his allies have raised questions over the behaviour given Mr Biden’s son Hunter Biden was then working for a Ukrainian gas company. The Ukrainian prosecutor in question had at one point been looking into that company. Mr Biden has always denied any wrongdoing. Mr Trump’s “attorney general” comment appears to reference his own appointee, Mr Barr. On Wednesday the US Justice Department said Mr Barr never spoke to Mr Trump about working with Ukraine to investigate the Bidens, according to US media reports. The transcript appears less clear on whether Mr Trump held back hundreds of millions of pounds worth of military aid to Ukraine to strong-arm its country’s leader into investigating the Bidens, as has been alleged. At no point does Mr Trump make the connection explicitly. That was leaped on by Republicans, who said the transcript proved there was no “quid pro quo”. However the transcript also shows that the two leaders had discussed at length the support America was giving to Ukraine before Mr Trump made his suggestions on investigations. At one point Mr Zelensky says: "I would also like to thank you for your great support in the area of defence.” It is only then that Mr Trump responds “I would like you to do us a favour...” Adam Schiff, the Democratic chairman of the House Intelligence Committee, argued the threat was implicit, saying: "Like any mafia boss, the president didn’t need to say ‘that’s a nice country you have, it’d be a shame if something happened to it’." It also emerged on Wednesday that the intelligence community’s inspector general, a form of internal watchdog who had been tipped off over Mr Trump’s behaviour, asked whether a criminal investigation was needed. Campaign finance laws do not allow anyone to solicit from a foreign national a contribution, donation or thing of value. The Justice Department decided a criminal investigation was not needed.  Mr Zelensky, sitting alongside Mr Trump, played down the significance of the call: “We had I think a good phone call. It was normal. We spoke about many things.” Earlier in the day he said: “The only one person by the way who can put pressure on me ... is my son, who is six years old.” Mr Giuliani tweeted: “No quid pro quo, just an agreement on both sides to fully investigate very serious allegations regarding corruption at the highest levels of both countries. Now, are we ever going to investigate Biden?” Mr Trump on Wednesday afternoon offered to release details of an earlier call with Mr Zelensky as well as conversations Mike Pence, the US vice president, had with the Ukrainian president. "They were perfect, they were all perfect," Mr Trump said. Members of the House and Senate intelligence committees were finally given access to the complaint from a whistleblower which helped bring the Ukrainian scandal to light.  One congressman who read the contents of the complaint called it "deeply disturbing". The details have not yet been made public.  Mr Schiff said it "exposed serious wrongdoing" and "certainly provides information for the committee to follow up with others." California Congressman Eric Swalwell told CNN that the whistleblower "laid out a lot of other documents and witnesses who were subjects in this matter." Most Republicans were quiet or defended the president. But at least one Republican said he was concerned by what he had read. "Republicans ought not to be rushing to circle the wagons and say there's no 'there there' when there's obviously a lot that's very troubling there," said Nebraska Senator Ben Sasse, a GOP member of the Senate intelligence panel who has been an occasional critic of Trump. He added that "Democrats ought not be using words like 'impeach' before they knew anything about the actual substance." Mr Trump  said on Wednesday afternoon that "I fully support transparency on the so-called whistleblower information" and that he had communicated that position to House Minority Leader Rep. (Bloomberg) -- Donald Trump tried to squelch the latest threat to his presidency with the release of a transcript of his call with Ukraine’s president. It’s a trick that’s worked for him before, allowing him to claim exoneration and take the attack to Democrats.Yet this time, the gambit backfired. Trump didn’t anticipate that, even in the absence of an explicit quid pro quo, his transactional approach to foreign policy and willingness to solicit political help from another country -- laid bare in a five-page transcript -- would embolden his critics and fan the flames of a nascent impeachment inquiry.The president maintains the supreme belief he can talk his way out of any tight spot. But his own words in the transcript provided an easy road-map for Democratic foes who accuse him of abusing the power of his office. In the call, Trump repeatedly implores Ukraine’s Volodymyr Zelenskiy, whose country is heavily dependent on U.S. aid, to help him smear former Vice President Joe Biden, who at the time was the clear Democratic frontrunner.“There’s a lot of talk about Biden’s son, that Biden stopped the prosecution and a lot of people want to find out about that so whatever you can do with the Attorney General would be great,” the transcript quotes Trump as saying.Some Democrats say those words clearly show an impeachable abuse of power and grounds for an impeachment query, even if Trump didn’t explicitly link the investigation to military aid. Trump, however, dismissed the complaints as a “joke” and much ado over “a wonderful phone conversation.”Impeachment BattleThe impeachment fight now turns to the House, where the acting director of national intelligence will appear before a committee at 9 a.m. Thursday to discuss the complaint filed by an unidentified whistle-blower.Republicans who have rallied to Trump’s defense in the past now face a choice of how closely they can stick with him this time around. As the party began to shape its rebuttal -- that Trump did nothing that rises to the level of impeachment -- three GOP senators stepped forward to express their misgivings about his actions.At a news conference on Wednesday, Trump questioned the information from the unnamed administration official, noting that it was based on second-hand information. The White House sent talking points suggesting lawmakers argue the “real scandal” was false accusations carried in media accounts. The White House spin was mistakenly sent to some Democratic lawmakers.Even before the release of the transcript, the Trump campaign was trying to raise money off the controversy.“I’ve done nothing wrong. Trust me, you saw the transcript,” the Trump fundraising email said. In a subsequent tweet, campaign manager Brad Parscale said $5 million has been raised in the 24 hours since House Speaker Nancy Pelosi announced the impeachment inquiry.Earlier in Trump’s presidency, as investigations unfolded into ties between his campaign and Russia, Trump benefited from partial disclosures of information -- particularly when speculation of wrongdoing has outpaced the facts at hand.His son, Donald Trump Jr., preempted a report about meetings he tried to set up with a Kremlin-connected lawyer by tweeting an email exchange with publicist Rob Goldstone in which he says he would “love” incriminating material about Hillary Clinton -- lessening the impact of the revelation.Attorney General William Barr’s summary of Special Counsel Robert Mueller’s report allowed the White House to celebrate findings that the investigation had discovered no evidence of attempted collusion between the Trump campaign and Russia weeks before the full report was released. The final document included accounts of presidential efforts to interfere with the investigation.‘I Can’t Push Anyone’In the Ukraine episode, Trump not only asked Zelenskiy during the July call to “look into” the former vice president and his son, but suggested he do so in concert with his personal lawyer, Rudy Giuliani, and Barr. House Intelligence Committee Chairman Adam Schiff said he was “shocked” by a call that proved worse than he thought it would be, saying the dialogue was “how a mafia boss talks.” Pelosi accused Trump of trying to “shake down other countries for the benefit of his campaign.”“The president has tried to make lawlessness a virtue in America and now is exporting it abroad,” Pelosi said.Even moderate Democrats from swing districts and states reluctant to back an impeachment inquiry issued statements critical of Trump’s conduct. Senator Joe Manchin, a West Virginia Democrat, said that while he still thought talk of impeachment was premature, “any allegation of misconduct with a foreign country must be investigated.”Republican UnityStill, while the episode may have unified Democrats and produce tough headlines for the president, the transcript likely didn’t do enough to spur Republican defections.Republican allies noted that a Justice Department investigation concluded that Trump didn’t violate campaign finance laws in the course of the call, and that intelligence whistle-blower didn’t have first-hand knowledge of the conversation. The intelligence community’s inspector general also said there was some indication the person has a “political bias” in favor of one of Trump’s political rivals.And while Senator Mitt Romney said the Ukraine situation “remains deeply troubling,” most Republicans jumped to the president’s defense. Rob Portman, an Ohio Republican, told reporters it would have been better if Trump hadn’t mentioned Biden’s name but said it doesn’t rise to the level of an impeachment and overturning an election.
