In many democracies, a new leader who wins an election with an anti-corruption platform might lean toward one of two choices: Overhaul corrupt institutions or change public attitudes that accept and perhaps even expect corruption. To put it another way, does the problem lie mainly in societal attitudes or in how attitudes are altered and abused by corrupt practices from on high? Now, after the election July 1 of Andrés Manuel López Obrador as Mexico’s next president, the world will have the opportunity to see how one leader will implement such a choice.
